The St. Helens School District will receive an additional $39,490 from the American Recovery and Reinvestment Act to replace a faulty dimming system in the auditorium that does not work with new energy-efficient LED lights installed last summer.

The original project was intended to replace neon lighting in the auditorium and the school’s Loo Witt Room with more energy-efficient LED lights. That original project cost more than $137,000.

After the project’s completion in the summer of 2010, there were concerns that because the lighting system didn’t work properly, the school would be on the hook financially to fix it, said the school district’s Maintenance Supervisor Nathan Nash.

“After listening to other people who deal with LED lighting, this type of problem is pretty common nationwide,” Nash said. The additional money comes as a relief, he added. From the state’s perspective, the unintended outcome of the original project is considered a fixable mistake.

“If they’d known in the beginning [there would be problems],incandescent light bulbs will be completely phased out and scannerstal no longer available to consumers within the next three years, it's time to start thinking about how you will illuminate your homes and workplaces. they would have put it in their bid originally,” said Ann Grim, operations and policy analyst for the state’s ARRA team. “It became evident later, so we had to add that to the bid.”

Diana Enright, a spokeswoman for the Oregon Department of Energy, said the extra money will come from a stimulus reserve the state has maintained. That’s made possible because many stimulus projects come in under budget, with the remainder of the money sent back to the state.

Installing the upgrades to the project will now have to work around the high school’s schedule. Nash said he plans for the project to start on May 2 and complete on May 13. The project has to be done by the end of the current fiscal year, June 30.

In a crowded Newburgh Recreation Center, the Alliance of the Guardian Angels presented the first graduating class of its Newburgh chapter.

Eight people, including the chapter's captain, Miguel Rivera, donned the organization's trademark red Led lamp berets and jackets and proudly accepted their roles as peacemakers — even as the city reeled from Friday's double homicide.

"It's an urban center we live in," said Newburgh Mayor Nick Valentine, "and we have to make sure we don't give up hope."

The Guardian Angels is a group of volunteers who patrol the streets, unarmed, to keep residents safe and empower others to change a culture steeped in crime and violence.

It has 135 chapters in 32 cities and 60 countries.

In Newburgh, people hope that the mere presence of the Guardian Angels — who city Councilwoman Christine Bello called "the very best of Newburgh" — can prove to even the most disillusioned that all is not lost in the city.

But the Guardian Angels weren't always so welcome in Newburgh.

It took many years to convince some that Guardian Angels aren't vigilantes or thugs and that putting bars on the windows and double-locking doors isn't the way to turn back the tide on crime and violence.

"This was a real long time coming," Bello said, "but it surely was worth the wait."

It took time, persistence and a women handbags lot of faith, but these eight Newburgh folks empowered themselves to take responsibility for their city.

The Angels' goal is to serve as eyes and ears for police, though it has been reported that they also sometimes detain people until police arrive.
